Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, declares the Legitimacy of Acting Coalition

 

Staying with a working visit in Crimea, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, declared that acting coalition was legitimate. According to V.Lytvyn, the said statement is stipulated by the President´s appeal to the Constitutional Court concerning obligatory nomination of a new candidacy to the post of the Prime-Minister after a new coalition from the factions of the Lytvyn Bloc, the BYuT and Our Ukraine-People´s Self-Defense is set up.

 

"The very appeal of the President to the Constitutional Court testifies of the existence of the acting coalition, as it concerns not the legitimacy of the coalition, but the necessity of nominating a new candidacy to the post of the Prime-Minister", - stated V.Lytvyn.

 

Moreover, according to the Chairman of The Verkhovna Rada of Ukraine, "even if the Constitutional Court passes a relevant resolution concerning necessity of nominating a new candidacy, it will be nominated".  

 

V.Lytvyn deems necessary to pass the resolution concerning re-election of the Parliament only after the electoral legislation is altered, as the elections under effective legislation will fail to change the composition of The Verkhovna Rada, and will, hence, be inefficient.  

 

The Chairman of The Verkhovna Rada of Ukraine supposes that in case the President issues a decree on early parliamentary elections, the country will not bear a financial burden, as the presidential campaign scheduled for 25 October 2009 requires almost a billion UAH.
